No, at least not if you use the premade sample loader provided.
You can load it right out of Homebrew Channel, which you can control with just about any controller. no pointer/sensor bar needed.

Devolution itself doesn't use the sensor bar or pointer at all, only your Gamecube/classic/pro controls, you know, sticks and buttons only.

Hello, everyone. I was wondering, how do I go about playing online with a different memory card? Do I use the same access key and serial number that I used for the first memory card, the one that was included with my copy of the game? Is it imperative that I have an official Sega-issued set of access key and serial number?

You can use the same serial and access keys for as many memory cards as you like.
And as far as needing an official Sega-made access pair, that's not required here.

One more question: I plan on using my second memory card when my older brother gets his own wii so we can play together. I was wondering, would it be best if we have different access keys/serial numbers? Would having the same serial numbers prevent us from playing at the same time? I just want to make sure beforehand so I don't mess anything up for myself.

When speaking, any of the 2, it appears that a single character speaks, I have 2 memories with equal data
Besides that in other servers it is not possible to play simultaneously of 2 memories with that same data

If you intend for both cards.players to be on at the same time, then you should always use separate serial/access keys.
